When flashing to a New ROM and a update to that ROM comes out do I have to flash all over again and re'install all the programs again? Or is there a quick solutions?

Yes you will have to install all the extra application that you had previously installed. Some of the member have .cabs that already hold their application in them which make it easy to install. One of them might post something here hopefully. Its a pain in the a** but when you get the perfect ROM for you it will all be worth it .

try sbp backup.............it has an option to back everythin was in your phone and put in a different rom..........it works fine for me and for many others.
htc backup is another good option
PIM is only for contacts.

As was already mentioned, yes you'll have to flash again. To get applications reinstalled and your device configured as you had it before, try Sashimi. The video tutorial can help you get up to speed using it pretty quick. It's free and works great. Once things are setup with Sashimi, you can sync your PIM data from Outlook or you'll need to have a backup of your PIM data to restore. Using Sashimi, you know you've always got a fresh install of applications on the new ROM.
