HELP! :MSSETTINGS issue

Searched everywhere and cant get a fix or answer.
Getting this error.
"The File ':MSSETTINGS' cannot be opened. Either it is not signed with a trusted certificate, or one of its components cannot be found. If the problem persists, try reinstalling or restore this file"
I have figured out my phone does not have the registry entry for this command in '\hklm\software\microsoft\shell\rai'
I have flashed my phone with several different ROMs and each ROM has the same problem. I am currently using CEOS 5.2.21202 by Silence (SRXTEST3) WM6.5

If anyone can check if they have that registry entry, please export it and upload it.

Checked and I don't have the registry entry either. What is causing this error? Searched my registry with Resco and that entry doesn't occur anywhere in it.

I am editing the chome and trying to add :MSSETTINGS so i can map 1 of the SK2URL's
But when I click on the link it gives me the error.
