I haven't tried the tethering cab (I use PDanet), but from my understanding, it's a registry hack, so you don't need to set anything up. After the message saying that the installation has been successful, you can tether and surf away.

Someone please confirm or deny.

I experienced this problem as well. Did you just recently get the phone?

I was set to ship the Touch Pro back on day 1 because CABs wouldn't install. I clicked on them in file explorer and nothing happened. Then I realized that I had never reset the phone manually. After I reset for the first time after the carrier customizations, cabs were recognized.

step 1: download files to storage card on ur touch pro.
make a directory for them.
step 2 :make sure they show up on ur STORAGE CARD ON TOUCH PRO. VERY IMPORTANT!!!!
step 3 click on the CAB FILES. NOT .RAR OR .ZIP. MAKE SURE IT SAYS .CAB!
step 4 install them to touch pro main memory.
step5: donate any money u want 2 this site.

Like Gnats said...be sure you are dealing with .CAB files, not .ZIP or .RAR. ZIP files often have the same icon in Windows Explorer on your PC because the PC knows how to handle them. I don't think that Windows Mobile natively knows what to do with a ZIP file. Bottom line D/L it to your PC and if it is a ZIP file Unzip it there and copy over the CAB file that was inside the ZIP to your phone.

From my understanding, and I am new to the Touch Pro, alot of problems are solved, simply by doing a hard reset when you first get your phone. Back up all your data on your phone, remove your sd card, and do a hard reset. After phone fully boots, replace sd card, and one by one, reinstall said cab files.

And the previous poster was right, not all cab files install programs, some of them just edit/tweak your phones registry settings. So just because you don't see said program installed, doesn't mean it's not there doing it's thing.
