connect your phone using the USB cable to your computer and then it will ask you to either connect using active sync or use the phone as a disk drive. Once the phone connect to the computer you will see the active sync window go to explore.
Once the window comes up navigate to where you had Throttlelock app installed it should be in your storage card under program files but just in case check the program files on the phone itself..then follow the instructions that Dschoenike posted above.

Download a program called PIMbackup it will backup your contacts.

i did like 20 hard resets and none worked! now what? im stuck on the throttlelock screen!

If you did even one hard reset you wouldn't have the issue anymore
