umm, hmmm, theres some app flotin around on here that allows you to assign mutiple fuctions to the keys.. like you can set the volume keys to scroll for you, or you can set up multi taps.. this function would do what ur looking for, you could set normal tap for home, dbl tap for a app..

now that i think about it.. im pretty sure you cant set it to wake like that.. thats not really a command for the phone or like an app, its just something that is.... and sorry i cant remember the name either for u to go try..
