start settings-does nothing
 
this just started, click on start and then settings andon it looks like something opens and closes immediately and i am brought back to the home screen, i need to be able to get to the settings menu, please help.

Try soft reset or turn off/on phone? Try accessing via tf3d.. settings tab the left softkey "all settings" gets you the same screen.

was on vacation so could not reply back fast but both soft reset adn going to settings all settings does not work.

Maybe a hard reset is in order?

I am guessing you are using quickmenu? It apears qmenu don't play nice with some brands of manila, here's a cab that replaces manila exe's and dll's with ones that will play nice

i do have a quick menu, going to go test this out right now.

i am trying to install but says the program does not have sufficient privligies to install.

My system memmory (onboard) is critically low, did not notice this before but I cant even do anything until get to the add remove programs, which i cant because I cant get into settings, please help!!!!

unfortunately, it looks like a hard reset may be your only recourse at this point.
