Help. Adding programs to settings/system menu

Can anybody explain how I would be able to add/rearrange items in the settings menus. (start\settings\personal or system). For example I would like to put things like TF3D config program, or Advanced config or things like that into the settings/system folder instead of having it in the programs folder. Too much stuff in my programs folder and would make more sense to me to have certain things in the settings menu. I see how to add\rearrange the programs via windows\start menu\programs. I would think it would be windows\start menu\settings, like it is for windows\start menu\programs, but clicking on windows\start menu\settings comes up blank. Do I need some kind of file explorer or program to edit this? Any help would be appreciated.

I think you need an edit for it, as there are no settings that I know of that can just change it...

Ok, what do you mean by an "edit".
