modifying program groups/shortcuts

how can i delete shortcuts, modify groups, etc?

Just use File Explorer and go to \Windows\Start Menu and play to heart's content. I recommend connecting to the computer and using the ActiveSync "Explore" option to do it (rather than from the phone itself), making a copy of the originals, and then playing from there though.... just to be safe.

i don't see a windows directory when i'm browsing the phone from computer.
