Problem installing PHM Registry Editor

I've never had problems installing this, but now I get a message that says:
"There is a problem with this windows installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor."

I've tried several times and I get the same message. Anyone know what I'm doing wrong here?
