Carrier provisions and data speed

Let me start off by saying thank you to this forum for all the insightful information. (1) what exactly is carrier provisions and what exactly does it do. im an alltel to verizon guy. my touch pro is alltel but im on verizon. (2) are there tweaks that speed up data
internet. i see tweaks for everything but not data speed. thanks forfor everything.
