it is a whole theme, look on XDA for the Dusk theme.

This is fantastic!

Is there any way to modify the number of rows/columns? I would rather have rows of 4 instead of 5.

use the 16 icon set instead of the 20

There is this one with 4 rows of 4 but it is a little buggy, from what I understand. I have not tried it though.

It is either part of the Juicy ROM or the XDA Dusk theme I installed, I'm not sure which as I installed one right after the other.

Well, first I installed a cab to give me awesome colored folders in the 6.5 start menu (I'll post the cabs if anybody wants them) & organized my start menu shortcuts in the folders so I didn't have to scroll down through a bunch of icons (everything was at the top of the start menu screen)

That worked super, then I added this new setup called awesome start menu (or something like that)
