Have you tried a different cable? I have a cable that acts the very same way. It will connect well enough to charge but actual USB connection is unstable at best.

You can take a look at this site to see if there is anything that will help you. A lot of what is on Chris's site is rather dated, but there is a lot of useful info as well. Over the years there have been few people with a better working knowledge of Activsync then him.
