Good question, I have been wondering this exact same thing. My other question is what is this whole "Managed Programs" in the settings, out of all the things I install and remove NOTHING shows up there....

From various Google results:

Today Time Out:
This is the time you set for your device to return to the Today screen if its left idle for the time you set...so for example, if you set your Today timeout to 1 hour, your device will revert back to the Today screen if your device is left idle for an hour.

Managed Programs: When you're in a domain (which is a newly supported feature in Windows Mobile 6.1), a system administrator may assign/publish applications to your device and they will install automatically or simply show up so you can install them.

today timeout is supposed to be if u leave a program open the phone will go back to the home screen after a certain time if left alone. Un fortinatly if u use a PIN it does this automatically regardless of the setting every time u turn the fone off. Managed programs is for if ur imployer needs u to have a specific program they can control it and not you.

another spin on the answer:

Quote:

The Today timeout feature allows you to set the amount of time (1-12 hours) that you want your device to wait before it automatically returns to the Today screen if another program is open. Note that your device must be powered off and remain idle for the allotted time in order for the Today timeout to work.
Completely useless IMHO.

I would have to agree, this is hardly what you would call a "handy feature".....
