Here's a fix I use which i found a while back.
[HKLM\System\CurrentControlSet\Control\Layouts\e001 0409]
(MS IME mode)
Ime File = \windows\compime.dll
Layout Text = COMP IME
-or-
(HTC T9 mode)
Ime File = \windows\eT9ime.dll
Layout Text = eT9 IME
