If you are using Microsoft's "MyPhone" to back up your texts and emails it creates a "welcome" message that seems to keep the counter at "1".

Go into AllMessages and then into outlooks inbox and delete the message that says "Windows Phone".

Are you running any of cookie's home tabs? This seems to be an issue sometimes with those. I had to constantly reset the count through the registry almost 3-8 times a day.

+1 on the CHT suggestion. if u are using it try removing it or remove the text counters from it
