my cell keeps saying power off then yes or no like every 30 sec how do i fix it

Have you tried a soft reset lately?
Push the red button under the battery door.
You may need to do a clear storage/hard reset to fix it.
Otherwise you could have a hardware problem with your power button. :(

I agree with Horndoctor, give a hard reset a try but be sure to back up ur info first either using PIM backup or Microsoft MyPhone

i have done that and it switch to something diff pop up the lock screen now

Maybe try to clean out the area around the power button. Try getting some compressed air and blow it full of it.

Also if that does not work, try taking a SMALL amount of rubbing alcohol on a Q-tip and GENTLY clean the button off (in case something sticky is on it causing it to stick, or some crap like that).
