Can't program "sample" phone

Yesterday I bought a CDMA Telus Touch Pro 2 from craigslist. I was able to do an equipment swap online, but am unable to program it with Telus. The normal procedure calling *22803 does nothing. I called tech support and they told me I have a sample phone and that I should try a custom rom. I tried a couple, and back to stock, but nothing has worked to let me program it. Please help if you have any suggestions. Thanks
