Flash Stock Rom without Hardspl

I have searched all over but never found a clear answer to this question but I have a verizon touch pro 2 and I am having usb problems so is it possible to flash a stock verizon rom via sd card without having hardspl installed?

you dont need a hardspl to upload a stock rom just do it and it will work
