When I reset the phone, it goes through all the proper motions, but now I've got a blue screen.

Did you check anything else in the Today items menu? If you're theme is set to Windows Default and none of the items are checked then the screen will be blue -- BUT you should still get the Windows Start button at the top with the other icons and clock.

Sorry to be the bearer of bad news. You're in for a hard reset. Happened to me last weekend. Seems to be where you have no service. Check out the forum here:
