Unlock-problem/HTC problems

Whenever I try to unlock my phone, it says that I have already unlocked my phone, and If I want to commercially unlock it I have to notify the developer

I had to exchange for a new TP2 bc I broke my last one..And its unbearable without a custom ROM, slow as ****, and always freezes. can anyone help
