Yea. Still having this issue. I'm gonna flash to the newer MM rom, but it's happened on multiple versions so far still.

Start>Settings>Sounds>Make sure "Events", "Programs", and "Notifications" are checked.

Yup definitely. It only doesn't sound usually when I have the backlight turn off when in messaging. If the phone backlight turns off at thehome screen, i'll usually get the sounds.

Have you run Carrier Provisioning from Start>System? If not, you must remember to do so EVERY TIME you flash MightROM. It contains vital changes specific to your carrier.

What programs do you have installed? Anything like phoneAlarm? Or G-Profile? Spb Phone Suite?
