CANT TXT WHILE ROAMIN?

my brother has the 6800 and is currently in mex
he told me he cant send or recieve any txt msgs

i thought it was possible?

i have a 6700 amd when i went 2 next in feb i would recieve but wasnt able 2 send

im not sure y he cant recieve any

should it be workin?
