Got to Start>Settings>Today and pick a theme. There should be several listed there.

Once you have the .tsk file downloaded, it needs to be placed in the \Windows folder. Then you can go to Start>Settings>Today like Ga.Medic said.

i got a program called UI Tweak that lets me change not only the boarder colors but the colors of virtually everything it's a neat program.

You can create your own themes with ThemeGenCE and create a "Themes" in the "My Documents" in the main memory (It doesn't have to be in \Windows) of your phone. ( you don't have to name it "Themes" it could be what ever you want too) In that folder you will copy over you TSK files.

An easy way to keep them organized.

all i have is three themes Guava Bubbles, Windows Default, and Windows Mobile Green, i wouls like to change the color to something else such as blue, orange, yellow or what ever colors there are

Do you mean the top and bottom bars?

If so, download, unzip, and install this program onto your phone. Run it, and you can tap which color you want.
