How can I make the scroll wheel scroll, instead of jump between links?

I just got my Verizon XV6800 (HTC Titan) and love it, but there's one thing that's bugging me: the scroll wheel jumps between clickable buttons/links, rather than just scrolling the display up/down where there's a scroll bar. Same behavior occurs from the up/down arrow keys on the front and the keyboard... while I like the front ones doing it, I'd rather be able to use the scroll wheel to actually scroll, and just tap on links when I want them with my finger. As-is I have to keep my thumb on the side of the screen and constantly tap to scroll down. Anyone know how to do this? My google-fu has failed me so far.
