EPST & PRL Capability (Default Roaming Indicator)

Anyone know what the last line under EPST (##778) under the PRL menu for PRL Capability (Deafult Roaming Indicator)? Mine is set to 0.

Was wondering if this had to do with either flashing triangle roaming or the fact that Alltel shows roaming outside of your home area even if you are on a alltel tower.
