BlueTooth problems

When I disconnect my bluetooth and turn it off and turn off the signal on the phone and wait for a little bit I still can't use my phone no voice comes threw the speaker intell I turn it off and wait a min and turn back on. Is there something I am doing wrong or is there a different way to do this.
