Cant get to ##778# EPST

I have tried to get to my EPST but ##778# does not work. I un installed wizard dialer and it still does not work. Any ideas? I have the updated ROM.

If I hard reset, then load the PRL will loading my SbpBackup overwrite the new PRL with the old one?
