Wav/sound recorder help

Ok im tryin to make my voicemail and text alert a song. I converted the song to wav. form. Ok now im tryin to cut a piece of the song out, but for some reason when i use the computer sound recorder to cut that part out, it hears nothing. I guess i dont have a mic on my computer. Are there any programs to cut a song off of a freeware software site.
