Better settings for better pictures?

I upgraded from a 6700 not to long ago and i thought the camera sucked! i was kinda excited to get a 2 mega pixel camera on the mogul but found it takes just as bad if not worse pictures as the 6700. I can not seem to even take a picture that would be worth looking at. Am i missing something here? I have messed with the settings a little bit but not a great deal. I have played with the resolution and the quality and seems like the two big players to me. I understand that it wont take great pictures but these are seriously not worth taken, and the frustrating part is my g/f flip phone that has a 2 mega pixel camera takes nice pictures.
Anyways any input is appreciated.

I'm sure you've tried adjusting the 'light' exposure settings? I have been looking for an app or hack that can increase the shutter speed...this would get rid of streaky pics.
