How to unlock Extended_ROM?

I am sucessful to display the extended_ROM through modifying the reg., but it is read only. Who can tell me how to unlock it? Or Which tools can build the extendedrom.nb?

Display the Extended_ROM via reg.:

instead of getting the extrom editable, can we unpack the 0#_ExtROM.nb file when making custom roms and than repackage and flash to the device.

the reason i ask is because how many times do you edit the extrom files? for me its just to do some extra customizing like adding a nice background to the initial setup, or remove stupid things like the addition of contacts on alltels roms
