It's the resistive nature of the screen. If you use the stylus, you'll have better luck going one bar at a time.

Thanks, but that's not the case. I'm able to move it one bar at a time in the System ring level using my fingers. I tried using the stylus just in case for the Ring ring level and was unable to move it one bar at a time.
