I wasn't sure what type of info you were looking for.
everything diamond has a good chefs forum if you want to learn how to cook roms.
xda has some great info as well but also has great info and ideas for program development. the best thread here for rom development is in the software forum where all the latest test builds are posted.

definately get a registry editor, you can poke around in there and get a feel for the devices architecture. Yank all the pic out of the phone's windows directory and you will see lots you can do there with the graphics. there is lots to screw around with, i think thats why many of us like these phones.

Get the mode9 editor over at xda and you will quickly see what can be modified graphics wise on TF3D, it is not that difficult. I have no pc or ppc programing experience and I have figured it out just by trolling thru the forums. My time is split between xda and ppc geeks. I used to have the htc touch before the imagio. It was my first wm device. I have been at it for a couple years now.

You'll need some pieces of software like:
wince cab manager
the manila editor keith is talking about http://forum.xda-developers.com/show...89&postcount=1
ce reg editor - this is good for comparing registries to see where changes were made.

Anyway its a start.
