I think its a bug in your firmware... might be appropriate to fall back to the previous version...

I'm not sure why folks are being so unhelpful here, though possibly cause you are basically screwed.

Solitaire on PocketPC is full of bugs. I frequently have decks dealt with missing cards. This has been the case going back for ages (i.e. through Windows Mobile 4/5). I'm amazed you managed to earn $1398 before encountering this.
