Phone does not buzz/ring on new SMS when in Messaging
 

I wasn't able to find anything about this.

I'm back on the stock ROM, TF3D disabled. Phone is on vibrate. When I leave it on the Home screen and lock it, it vibrates when a new SMS comes in. When I leave it in Messaging and lock it, it doesn't vibrate when a new SMS comes in.
