the picturemail app kind of sucks to begin with. it usually takes mine at least 2 or 3 attempts before it sends, and i usually have to make sure my device is "awake" or else data will go dormant and not send the pic.

if your web and everything else is working fine, try downloading the new picturemail app that is on the main sprint powerdeck site and see if that helps.

if that doesn't work, probably time to give tech support a call.
