I have mine set to 1 because 0 seems to kill the battery quite quickly for me and I (feel like I) don't have any issues with delay when people are calling me.

Yeah, it is. I installed it about a week ago and have been messing with it here and there. Some good stuff in there.

There is a tweak in Diamond Tweaks that disables a "3 sec" delay when someone calls you. Supposedly they will hear about a 1.5 rings before yours starts to ring. I think stock its closer to 3. I'm not sure if this is the same tweak as the cell tower or if it's just a delay in the software itself.

scheel78: a faster "poll" for the tower means you phone doesn' t wait as long to detect the call. I'm not exactly sure on your time quote though...

jugalox: That is exactly what it changes, how often the phone "checks" for an incomming call. Thus decreasing ringer delay.

Juggs, what number are you using and how is your battery life? I just set mine to 0 since I miss calls a lot and my wife is POed about it but I would like to know if you have seen a big difference?
