If you want a good example of the app you want, look for PEbuilder/BartPE its a program that lets you build your own bootable window preinstall disk. you get a list of available "plugins" which then get put into an image you can burn. the installer comes a with a set of the most used plugins, you then can enable to disable the plugins as you need. You can also download other plugins from anywhere and slap them into a directory and they get added into the list you can even configure them from within the application itself.

If you really want to keep the almighty power off microsoft from you, only way to do really do it is move to a bittorrent format and find some tracker in indonesia or something like that...

Make it an app, include the common stuff, and have the user download the OEM bundle for their unit if needed.

At last this way if MS comes knocking they really can't stop anyone that already has the files. If you build a web app you just paint a big SHUT US DOWN target on the site for hosting copies of MS OS files.
