how can i remove this from the phone or disable it its conflicting with a few things i tryed deleting it from the windows folder it wont let me im using vista os its also part of the oem that i installed with the wm6 rom

Did you try removing the shortcut to it from the \windows\startup folder. Since it appears you flashed it in the rom, it's in \windows to stay (until you reflash), but deleting the shortcut effectively uninstalls it.
