Probably because it has been archived and the Moderator who did so possibly made a mistake.. Or..

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

lol.. Where did you find this link? In another thread? If you found it in a signature, PM the person to let them know...

So how do I find the info on that thread. It was very useful as it had the instructions on how to change all the task bar icons. Is there a way to make it a sticky?

That thread was a huge mess...I worked with the OP to clean it up and then we decided to archive it in favor of starting a new thread that discusses the same topic.

Go here for the new thread. It should have links and answers to your questions.
