PPCGeeks - VZW Touch Pro Unlocker Help Please

My brother had to relock and send in his phone in because the touch screen stopped working.

He now has his new phone but it won't unlock. He says the unlocker ran via ruu, but it didn't change the boot loader. He then tried to hard reset the phone but it wouldn't, it would just soft reset. He then flashed the stock rom (as a way to force a hard reset) After the flash, after carrier cabs installed, the phone is stuck at alignment screen. If he soft resets, it just boots and goes to the alignment screen. So 2 questions:

1. How to get p***** alignment screen?

2. How to get this phone ulocked?
