I did it two ways:

• ActiveSync - I created the folders I needed and deleted others and then moved shortcuts where I wanted them
• Tap and Hold on a selected shortcut in the start menu to move it where in the list you want it

I deleted a lot of the superfluous folders (like Internet with only one shortcut, Phone - with FVM, and the Social, and created Multimedia, Utilities, etc.. and then moved the shortcuts I wanted at the top of the scrolling list. I actually now like this better than the hex format...go figure...
