I found that installing DCD's Arcsoft CAB with Verizon settings (available on XDA) on any ROM that does not include sprint picture mail works fine. I haven't been able to remove sprint picture mail or configure Arcsoft with Sprint picture mail installed.

As for the data piece, sounds like your auth keys may not be setup correctly. A verizon tech should be able to assist with a DMU reset or look into authentication problems. Just don't mention you are using a sprint phone. Say its a VZW touch from ebay.
You can also try installed DCD's carrier cab which may help with your data settings, but this should not be required.
