The Telus Diamond is a CDMA phone therefore being unlocked or not it wont' work on any GSM (sim card) network.

I wasn't sure if India was on CDMA only thing that made me think GSM was when he mentioned he didn't have SIM card slot to test if it was unlocked or not.

Like Juggalo said it's more carrier dependent at that point, plus I dont' know much about foreign CDMA providers but there could be an issue with radio frequencies too.
