question, should you reformat the internal storage too, or is it ok if I just do the device?? (when changing ROMs) (should I hard reset the ENTIRE phone?)

No, you don't have to flash the Internal Storage.

Flash the new rom, and then do a clear storage (but no need to clear the internal storage).

no clear storage only thats just the device not internal storage leave that alone
