I ran into the same question and set up my own (first) app. It will mute callers without caller ID.

Its called "No CallerID -> No Ringtone" (yes, i know, name sucks). Search the market for "daloo" - it should have only 1 result. Please, tell me if it works for you. Vibrate seems to be tricky now. Well the app is two days old, don't expect much, but I love feedback!
