I believe they are stored in the registry @
HKCU\Software\MicroSoft\Shell\TaskSwitch
"0"="\program1"
....
"11"="\program12"

If you set those registry entries to "" then that will clear them. Not aware of a program, maybee someone can hook you up with some mortscript scripts...
