Looks like all the keyboard skins have a reg entry that is setting the SmartDialer to disabled...
[HKEY_LOCAL_MACHINE\Security\Phone\Skin]
"Enabled"=dword:00000000
I didn't find it... just passing this along. It's detailed in the other thread.
