Could I possibly be running out of memory on the phone ? I have uninstalled all unnecessary programs just to get to this point.
Any ideas or help would be appreciated....

Here is a link to the hacks. Make sure you back everything up before getting into them and make sure you do one at a time and reboot after each one so you can see accurately how it affects your phone. If you do several at the same time and something goes wrong then you will not know which one caused the issue.

Most people increase thier cache sizes to assist in speeding up the PPC. Decreasing the cache may have adverse effects as it cannot store and recall that data as fast and may have to have that extra time to re-pull fresh data. If you are using up all your memory then that could cause the issue you say you are experiencing and that though comes from when you say after you run your memory manager you no longer get those same lockups.

I know you say you have 13mb of space but is that also at the same time you are getting these lock ups?

What all apps do you have installed on the card?

Answering fine after the second call may go back to the original thought of the device taking a few secs to pull some data from the card and waiting for the card to respond from being 'asleep'. Many many people have had issues with this (including myself). So again, what all apps/ringtones/callelID pics are on your card? Make sure there are NONE there and that ALL are in MAIN memory.
