If you haven't gotten it fixed/replaced already, check the battery contacts. If you put the battery in backwards, it'll bend the contacts and can cause the reboot looping. This happened to me in the first days of release, GF got too excited, put the battery in backwards, then thought she broke her phone. Bent the contacts out with a pin, and only had to pull the battery out maybe once or twice with a lockup in the 9 months I had it. I don't think it'll power up when plugged in if it doesn't have a battery in it.
