total commander will let you go into the "windows/start menu" folder and move the shortcuts into different folders. The flashright on the mightyrom is htc torch I think, a quick search should be able to locate it. I dont know of a way to reorganize the order of the icons in the start menu other than to add them to a specific folder in that order, youll have to wait on someone else to chime in on that one.

[edit] just noticed you wanted to change order of the titanium tabs on the today screen, not the start menu. I THINK that chome editor will do this, but i havent used it, just read some threads about it.
